The refining complex will be developed in two phases, with the first phase built with an annual refining capacity of 12 million tonnes and an annual production capacity for 1 million tonnes of p-xylene, a Benzine-based hydrocarbon.
The project is awaiting regulatory clearance from the National Development and Reform Commission.
Sinopec and the local government have yet to reach an agreement on the stakes each would hold in the project, reports China Daily.
Construction of the proposed project is due to start in 2013 and the plant will be operational by 2016.
