The companies have identified 30 acres of land in Cheyenne, Wyoming, as the site for the initial production facility.
The JV will produce utility-scale towers primarily for the North American wind turbine market.
The proposed facility will produce towers for 2MW to 3MW wind turbines and the JV plans to initially produce over 300 towers per year.
The JV is expected to begin shipments of 80ft-100ft long tower sections for wind turbines in the first quarter of 2012.
