The Phillips 66 Sweeny refinery, located in Texas, US, was originally constructed in 1942. It was acquired by the current owner in 1947.
The crude processing capacity of the Sweeny refinery is 265,000 barrels a day. It produces up to 140,000 barrels of petrol and 125,000 barrels of distillates a day. The Nelson Complexity Factor of the refinery is 13.4, while the Clean Product Yield Capability is 86%.
The Phillips 66 Sweeny refinery facility handles heavy, high-sulphur crude oil, as well as light, low-sulphur crude oil. It receives crude supply from the US and foreign countries.

The Phillips 66 Sweeny refinery is located on a 14,000acre-site in Old Ocean, approximately 105km southwest of Houston, in Texas, US.

The refinery houses various processing units, including crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, and hydrodesulphurisation units.
A fluid catalytic cracking unit upgrade project to increase the production of higher-value petrol and petrochemical products was completed in the first quarter of 2020.
Phillips 66 Partners owns a 125,000bpd capacity vacuum distillation unit and a 70,000bpd capacity delayed coker unit at the refinery. Phillips 66 held a 74% limited partner interest in Phillips 66 Partners as of December 2019.
The refinery produces a range of products, including petrol, diesel, aviation fuels as well as petrochemical feedstocks, home heating oil, and fuel-grade petroleum coke.
Sweeny to Pasadena refined petroleum product pipeline
The Sweeny to Pasadena Products System, owned by Phillips 66 Partners, consists of a refined petroleum product pipeline, terminal, and storage facilities. The 193km-long pipeline originates at the Sweeny refinery and terminates at the refined petroleum product terminal in Pasadena, Texas.
This is the main distribution system for petrol and diesel produced by the Sweeny refinery. The pipeline has the capacity to transport approximately 294,000 barrels a day (bpd).
Recently awarded contracts
Wood Group bagged a maintenance service contract spread over five years for the Sweeny refinery in August 2017.
Praxair, a subsidiary of Linde, was contracted to supply high-purity hydrogen for the Sweeny refinery in November 2018. The hydrogen supply is expected to begin in early 2021.
Praxair’s US Gulf Coast hydrogen pipeline system, which stretches for approximately 500km to connect Freeport, Texas to Lake Charles, Louisiana, will be extended to the Sweeny refinery. A new steam methane reformer (SMR) will be connected to the Gulf Coast pipeline system to increase the capacity to over 1.5 billion cubic feet per day (bcfd).
Sweeny Hub
The natural gas liquids (NGL) fractionation facility, a part of the Sweeny Hub, is situated adjacent to the Phillips 66 Sweeny refinery facility. The capacity of the NGL fractionation facility was increased from 100,000bpd to 400,000bpd with the addition of two 150,000bpd units in September and October 2020. The first fractionator unit with a capacity of 100,000bpd started operations in late 2015.
After the expansion, Sweeny became the third biggest NGL-fractionation hub in the US behind Mont Belvieu, Texas, and Conway, Kansas.
The NGL fractionators at the Sweeny Hub separate raw NGL into ethane, propane, butanes, and pentanes.
Located in Brazoria County, Texas, the Sweeny Hub, consists of the NGL-gathering, processing, and logistics assets which includes the Phillips 66 Freeport LPG Export Terminal, and the Phillips 66 Partners Clemens Caverns Storage Facility.
Recently, the capacity of Clemens Caverns NGL storage facility was increased to 16.5 million barrels to support the expansion in fractionation capacity.
S&B Engineers and Constructors was awarded an engineering, procurement, and construction (EPC) contract for two new NGL fractionation plants with a capacity of 150,000bpd each in June 2018.
