The Gangneung Anin power project is a 2,080MW coal-fired power plant under construction in the Gangwon province of South Korea.
Gangneung Eco Power (GEP), a special purpose company formed by Korea South-East Power (KOEN) and Samsung C&T Corporation in June 2014, is developing the project with an estimated investment of £3.7bn ($5bn).
KOEN, a wholly-owned subsidiary of state-owned Korea Electric Power Corporation (KEPCO), holds 29% stake in the independent power producer (IPP) project and will be responsible to operate and maintain the facility for 30 years. Samsung C&T is leading the construction of the power station.
The main construction of the power plant started in March 2018, with the first coal-fired unit expected to come online in September 2022 followed by the commissioning of the second unit in March 2023.

The Gangneung Anin coal-fired power plant is located at Anin, Gangdong, near Gangneung, in the Gangwon province of South Korea.
Gangneung Anin coal-fired power plant make-up
The Gangneung Anin power plant will comprise two 1,040MW ultra-supercritical (USC) coal-fired units.
Each unit will be equipped with a once-through boiler designed to produce steam at 613ºC temperature and 264kg/cm2 pressure, and a high-efficiency steam turbine.
The plant will use bituminous coal for power generation and seawater for cooling.
Other components of the plant will include air compressors, condensers, auxiliary boilers, generators, transformers, and a gas-insulated switchyard.
The plant will also be fitted with deaerators, electrostatic precipitators (ESP), and flue gas denitrification and desulphurisation systems to control emissions.
Power evacuation
The electricity generated by the Gangneung Anin coal-fired power plant will be evacuated into the grid through a 345kV transmission line.
Financing for the Gangneung Anin coal-fired power plant
The Gangneung Anin coal-fired project is being financed through £3.21bn ($4.34bn) debt provided by 34 financial institutions.
Contractors involved
Samsung C&T Engineering & Construction Group was awarded an engineering, procurement and construction (EPC) contract worth £2.63bn ($3.56bn) for the Gangneung Anin coal-fired power station in May 2018.
Doosan Heavy Industries & Construction was contracted to manufacture and supply the boilers and turbines of the plant in April 2015.
KEPCO Engineering and Construction (E&C) was contracted by Samsung C&T to provide architectural and engineering (A/E) technical services for the project in September 2014.
KEPCO E&C was also engaged to provide engineering services for the plant’s flue gas desulphurisation (FGD) and denitrification systems, as well as conduct the environmental impact assessment (EIA) of the plant construction.
Dohwa Engineering was engaged to provide project management consultancy (PMC) services.
Kim & Chang, a law firm based in South Korea, provided legal advisory services to KOEN, Samsung C&T, and GEP for project financing, licensing and documentation.
Subcontractors and suppliers involved in the Gangneung Anin power project
Shinhan Architects & Engineers were engaged by GEP for providing construction management services.
Geumhwa PSC was contracted for turbine erection, while Darim Construction was engaged for the balance of plant (BOP) construction works and Samyong Corporation for the electrical works of the project.
Woongjin Development, a marine construction company based in South Korea, was contracted to build a 1.48km-long caisson breakwater facility for the project.
Bygging-Uddemann supplied gantry slipform and individual pushing caisson carrier vehicle (IP-CVV) system to facilitate the caisson installation work.
Hanjin Heavy Industries & Construction (HHIC) was selected to build the coal handling facilities.
Jinkwang Engineering and Construction was contracted to provide construction supervision services for the 345kV transmission line connecting the power plant.
ESCO Consultant & Engineers was subcontracted by KEPCO E&C to provide the design of water intake and discharge tunnels. Gwanak Industrial was engaged to construct the water intake and drainage systems of the project.
Magaldi, a company based in Italy, was contracted to provide ash cooler and recycling systems for the boilers of the Gangneung Anin coal-fired power plant.
