Black & Veatch has been selected as the owner’s engineer for the 500MW Miri combined cycle gas turbine (CCGT) power plant in Sarawak, Malaysia.

As the owner’s engineer, Black & Veatch will provide its technical expertise and oversee engineering, procurement, construction, and commissioning (EPCC) contract management and administration.

Located in Miri, the GTCC power plant project is owned and operated by PETROS Power, a subsidiary of Petroleum Sarawak (PETROS).

PETROS is developing the GTCC power plant with support from Sinohydro as the EPCC contractor.

Scheduled to commence operations in 2027, the Miri power plant is intended to supply power to the Sarawak state grid. It is also expected to become a major state facility located in the major gas hub of Sarawak.

The Miri project is being developed under the Sarawak Gas Roadmap which supports Sarawak’s goal of becoming a high-income state by the end of this decade.

Upon its completion, the Miri power plant will be capable of delivering energy security for northern Sarawak. It will also provide sufficient energy capacity for Sarawak’s future power demand and growth.

Black & Veatch Asia Pacific and India president Narsingh Chaudhary said: “Black & Veatch’s knowledge of international and country-specific engineering codes and standards, and contract structures helps to systematically mitigate project cost and schedule risks to ensure project execution certainty.

“By bridging the gap between different engineering standards, Black & Veatch offers progressive clients, like PETROS Power, assurance that the engineering, procurement, construction (EPC) contractor delivers on project commitments cost effectively.”

In August this year, Mitsubishi Power secured an order for a gas and steam turbine for the Miri CCGT power plant. The gas turbine is designed to co-fire fuel with up to 30% hydrogen.

Mitsubishi Power will also provide auxiliary equipment and dispatch technical support for installation and commissioning. Additionally, the company signed a long-term service agreement (LTSA) with PETROS to ensure stable operations once the plant is commissioned.
