Electricity from the 20MW biomass renewable energy plant will be fed to the El Paso Electric grid and then re-purchased for captive consumption at HAFB.

The company has been granted access to 80 acres on the base to determine the feasibility of the project.

A possible Enhanced Use Lease (EUL) from the Air Force would enable installation with either cash or in-kind payments that will fund Holloman AFB, if the project is approved.

The EUL program is under the management of the Air Force Civil Engineer Center in San Antonio, Texas and Holloman AFB will develop the project in partnership with the Civil Engineer Center.

USAF is also coordinating with other government agencies to study environmental impacts, energy benefits and long-term sustainability of the facility.
