Biomass Secure Power will build the facility on a 30-acre site and will initially have one production line producing about 250,000 tonnes of pellets per year.

The company intends to use the production from the proposed pellet plant to fulfill an agreement announced 18 May 2011 with LG International.

Biomass Secure Power president and CEO Jim Carroll said the reception received from both city Council and fibre suppliers was a major factor in choosing Cowichan Lake as the location for the first pellet plant.
