The South Carolina Electric & Gas Company (SCE&G) had filed a petition with the Public Service Commission of South Carolina (PSC) requesting approval to begin the work.

In addition to accepting written public comments earlier in 2008 on SCE&G’s petition, the PSC held a public hearing September 10, 2008, to consider the request, and approved the petition during its regularly scheduled meeting.

In issuing its decision, the commission noted that SCE&G’s request was justified by public convenience and necessity and that the work is necessary in order to avoid cost increases in the event the project is approved.
