The proposal for the farm was rejected on the grounds that it would spoil the landscape of the region, having received 370 letters of objection and a petition containing 237 signatures for the company to be denied the permission.
RES had planned to install 400ft high turbines at Llanllwni, spread over a 3,450a to generate 48.3MW energy.
The regions police force also objected to the farm on grounds that it could lead to an escalation in crime and disorder, reported the BBC.
"Previous experience suggests this could be from the labour force moving in or from direct action by protesters of the wind farm," said the police report.
The farm proposed to be developed on a site known as Bryn Llywelyn, at Llanllwni, one of the seven areas in Wales where the Welsh government wanted to be develop wind farms under the Tan 8 policy.
