The power station is planned to be developed near Shamokin Dam in Snyder County and replaces the 400MW Sunbury coal-fired power plant, which was closed in 2014 due to economic and regulatory factors.
TRC, which has been providing environmental consulting services to Sunbury Generation since 2006, has secured air plan approval from the Pennsylvania Department of Environmental Protection.

Panda Power Funds and Sunbury Generation joint venture will develop the project, which is scheduled to be completed in 2018.
The project, which has secured financing at the end of October 2015, is expected to power around one million homes in Philadelphia and the New York metropolitan area while reducing emissions of SO2 and NOx by more than 90%.
Panda has selected Siemens to supply combustion and steam turbines, generators, and heat recovery steam generators, which combine to form the primary power generation technologies.
Additionally, Bechtel will be responsible for providing project management, engineering, procurement, construction, and startup services for the new power plant.
The generating station will be fuelled by natural gas which will be sourced from the Marcellus Shale gas formation.
The project is also likely to create 900 jobs during the construction phase, and around 35 long-term jobs are to be created for operational purpose, followed by 52 jobs for the support of the plant.
