The desalination facility is scheduled to produce clean water by next year.
The project, designed and built by Spanish firm DESALIA, will secure a water supply for the region.
It will be located in Marsa Matrouh in the north-west region of Egypt bordering Libya, with a total capacity of 24,000 cubic meters/day.
Energy Recovery chief executive officer Tom Rooney said the desalination industry experienced a slowdown in the Middle East due to unrest in the region.
"It is nice to see that a significant project is underway in Egypt, as it might indicate stabilization in the area. We are very pleased that the Army selected ERI’s technology for the largest desalination project ever built in Egypt," Rooney said.
"We have been providing PX devices in this region for more than a decade, and we are very pleased to see a project of this size moving forward."
Energy Recovery is engaged in the design and development of energy recovery devices for desalination and other industrial processes.
