The company will invest over £300m in the project, which will feature 11 turbines.
The Swedish utility acquired the 25% stake in the project earlier controlled by Aberdeen Renewable Energy Group (AREG) ahead of the final investment decision.
The European Offshore Wind Deployment Centre (EOWDC), also known as the Aberdeen offshore wind farm, will test and demonstrate cutting-edge offshore wind technology.
Once operational in 2018, the facility will boost the industry’s drive to competitive clean power.
Vattenfall business area wind head and senior vice president Gunnar Groebler said: “Vattenfall, AREG, The Crown Estate, the Scottish Government and many others have been working since consent in 2013 to deliver the project and support the increasing competitiveness of the offshore wind sector.
“Now the Vattenfall team and our contractors will focus on building the project safely and help establish the north east of Scotland as an international centre for offshore wind innovation.”
Groebler also noted that the company was committed to grow wind power capacity in the world and in UK as well. The UK Government should continue to support wind power generation as it is an essential part to produce low carbon emission energy ambition.
AREG chair and Aberdeen City Councillor, Jean Morrison said: “AREG is proud to have been a champion and facilitator for this project. As it moves into to the construction phase, it is now truly an industry project and it is appropriate that it be taken forward by our industrial partner Vattenfall.
“This is a big day for the north east of Scotland’s energy industry. The EOWDC is an important element in the strategy to diversify our energy industry, access new international markets, reduce the cost of offshore wind and create and safeguard jobs.
For many years, the offshore wind farm was ensued in a legal battle in Scotland with US Presidential candidate Donald Trump, over its impact on his golf course. Last year, Donald Trump had lost the suit.
The onshore construction of the project will start at Blackdog later this year and is due to completed late next year. Offshore works will start in Aberdeen Bay in late 2017 and is expected to be completed and commissioned in Spring 2018 and operate for more than 20 years.
