The project will receive a €168m ($215m) loan from AfDB and $100m Clean Technology Fund concessionary loan to finance the first phase of the development.
AfDB said the project is estimated to cost a total of $1.33bn.
World Bank, European Investment Bank, Agence Française de développement, German Development Bank, Neighbourhood Investment Facility, as well as other Moroccan institutions are expected to jointly finance the project.
