The work will include a new 7.5-mile Richlands-Whitewood 138kV transmission line, a one-acre Whitewood switchyard, and associated enhancements to the Richlands substation.

Under the proposed plan, more than 95% of new transmission line construction will take place in existing right of way.

Project manager Scott Markwell said the use of the current right of way for the construction of the new facilities will result in only minor and temporary impact to existing property and the environment.

"The project is a cost-effective solution that allows us to respond to the projected transmission planning criteria while providing reliable electrical service to this area," Markwell added.

The project, which will cost around $25m, is expected to be completed in June 2017.

The filing covers only part of $50m in planned improvements to the company’s transmission system in Tazewell and Buchanan Counties revealed in February 2014.
