The World Bank is offering financial support to execute the project that was started in 2007 by the caretaker government and has been in the planning stages for the 18 months.

The Power Cell has informed the Power Ministry about the World Bank’s request, but the no action has been taken by the ministry. The caretaker government issued tender for Bibiyana power project for the second time. After the pre-qualification round, the bidding and contract awarding processes will finish in nearly 8 to 12 months. The chosen bidder will be given two years time to erect the power plant.

The Power Cell finished the pre-qualification work and chose seven firms and consortiums for erection of the big IPP in the extended time limit of April 23, 2009. The tender evaluation committee was requested to finish the assessment of the bids in a fortnight.

Power Cell official stated “We cannot proceed without appointing the consultant, but the Power Ministry has requested the World Bank to provide a consultant from their panel, but the bank disagreed. They suggested us to appoint a full consultant.”

Power Cell has been created by the government under Power Division, Ministry of Power, Energy & Mineral Resources to carry forward the power sector reform activities of the government of Bangladesh.
