Located in southern China’s Guangdong province, the refinery is a joint venture with Royal Dutch Shell Plc.
CNOOC started construction on the first phase of Huizhou refinery at the end of 2005 and completed it at the end of 2008. The project was originally scheduled to go on stream within 2008, but its startup was postponed till 2009 because of the global financial crisis, oversupply of oil products in domestic market and the timetable uncertainty of fuel tax.
