The construction follows approval of $1.3bn facility’s air permit from the Virginia Air Pollution Control Board.

Dominion chief environmental officer and senior vice-president Pamela Faggert said: "The Air Board has approved and the Virginia Department of Environmental Quality has issued a very strict permit, which will require that our station be one of the most efficient and environmentally protective natural-gas fueled power stations in the world."

Fluor is the engineering, procurement, construction and commissioning (EPCC) contractor for the power plant, which is scheduled to be commissioned in 2019.

Dominion’s Generation Group CEO Paul Koonce said: "We are excited about the task ahead and are looking forward to getting this state-of-the art power station operating and providing energy to more than 400,000 customers by 2019."

Planned to be built on a 1,143-acre site on the Greensville and Brunswick County line, the power station is expected to create more than 1,000 jobs during construction phase.

It will receive natural gas through Williams’ Transco natural gas line and the proposed Atlantic Coast Pipeline (ACP).

With an expected operational life of 36 years, the power plant is estimated to save about $2bn for Dominion Virginia Power customers during that period.
