The research found that the increasing cost of energy threatens up to 1.5 million jobs in the sector, with 363,000 of these jobs being at high risk.

The EU policies currently account about 9% of the cost for energy intensive industries but the number could increase to nearly 16% by 2030.

The report said: "The EU’s energy policy is not working and we are already paying the price for its failure.

"Over the last few years EU rules and regulations have played an increasing role in reducing Britain’s industrial output and in destroying jobs."

Business for Britain compared energy bills between 2005 and 2012 and found that the gas price index for the EU increased by 35% and the electricity price index by 38%.

The report claims that energy prices in the EU are among the highest in the developed world.

Medium sized industrial consumers in the EU pay about 20% more for energy than firms in China and more than twice as much as in the US and Russia.

The report said: "Giving member states the freedom to change energy laws and have a greater say over how to implement directives, the EU can substantially reduce the cost burden faced by businesses across Europe and enable member states to design bespoke policies for their specific national needs."
