The paper added that Andris Piebalgs, EU’s energy commissioner, wanted a strict price monitoring of the wholesale trade in the power and gas market.
Mr Piebalgs has plans of setting up a pan-European regulator and also giving supervising bodies the power to impose sanctions on utilities, the German daily reported. It also added that Mr Piebalgs wanted to separate energy networks from production assets.
The commission is expected to hear Mr Piebalgs’s proposals officially on September 19, 2007.
