The deal requires TÜV SÜD PMSS to review the capital and operational expenditure models for the project, which will feature Keystone Engineering’s Twisted Jacket foundation design.
The renewable energy consulting firm will also look at the timescales and sequencing of construction activities.
The New Jersey Board of Public Utilities has recently denied Fishermen’s application for offshore wind renewable energy certificates.
Fishermen’s Energy is in the process of challenging the decision. Planning remains on schedule for the project, which is expected to be operational in 2017.
The Atlantic City project was one of three US offshore wind developments to be awarded up to $46.7m in funding over four years by the Department of Energy to help them advance.
TÜV SÜD PMSS senior vice president Doug Pfeister said: "Atlantic City is a pioneering project that will facilitate innovation and enable cost reduction through the rollout of U.S. offshore wind farms.
