AP quoted an official saying that Haiti is seeking an agreement with Chevron that will facilitate the shipping of around 14,000 barrels of oil from Venezuela.

Haiti is a participant in the Petrocaribe discounted-fuel initiative of the Venezuelan government but has been unable to receive the fuel due to the lack of transport, according to an official involved in the program.

Haiti has to pay for 60% of each fuel shipment within three months of receiving it and pay for the rest in 25 years time at a nominal 1% interest as per the terms of the Petrocaribe agreement.
