The council members and ministers have raised some important issues during discussion. Several members have raised the concern that existing methods for renewable energy had failed to meet the targets. The concerns were also raised about the weakness in the wind-power generation system. These issues came up with realistic cost of the programme that are being suggested to correct projections of when grid-parity will be attained for solar power.

The council recommended some changes to the mission to make the mission more regulatory in character than one that offers subsidy to solar power manufacturers and generators.

The council members have recommended that the mission should give higher impor­tance to solar-thermal as India is having a manufacturing base in solar-thermal and the chances of cost reduction is higher in it.

At the council meeting, it was also decided to create a special focus on research and development, for this, several members and ministries had initially reported, was missing till date in the solar mission. Other members states that while keeping the target of solar mission should be built within a framework from international negotiations.
