The $30m project has already been approved by the Gansu Development and Reform Commission.
Commenting on the alliance JinkoSolar chairman Xiande Li remarked that the Jinchang region is well suited for the development of the plant as it receives a large amount of sunlight through the year.
"We are very pleased to cooperate with Jinchuan Group, a reputed SOE with international competitiveness.
"We are confident that our cooperation will aid in the development of a green future for the region and a sustainable return on our investment," added Li.
The project is expected be completed and connected to the national grid by 2013.
