The changes include elaborating on abandonment or decommissioning provisions.

The planning commission of the city has been working to draft the regulations for about a year. The ordinance limits wind turbine height to125 feet in the 3 mile zoning radius and 45 feet in residential districts within city limits. This would ban commercial scale wind turbines Hay city. All wind energy convergence systems would require a special use permit from the board of zoning appeals.

If a wind generator is not operating for six consecutive months, the landowner will be asked to remove it. If the turbine is not removed, the tower will become subject to city nuisance ordinances.

It looks like a pretty good proposal, Assistant City Manager Mark Loughry said.

The document will be accepted as presented, but there are chances that the commission may deny the ordinance or make additional changes.

The ban on wind energy development may also be extended if the commission feels more time was needed.
