According to the company, this is the third environmental impact statement that the US Department of State has issued on the pipeline project since the review process started in 2008.

The proposed Keystone XL pipeline will transport crude oil from Canada’s tar sands to the US Gulf Coast.

TransCanada president and CEO Russ Girling said that the final environmental impact statement reaffirms the findings of the two previous environmental impact statements that the pipeline will have no significant impact on the environment.

"The final environmental impact statement continues to demonstrate the focus on safety and the environment that has gone into the development of this critical North American pipeline," Girling said.

TransCanada said Keystone XL is expected to start operation in 2013, if its construction begins early in 2012.
