For its Scattergood repowering project the Los Angeles Department of Water and Power (LADWP) has opted for a novel hybrid approach in which a 216 MW GE 7F.05 large frame heavy duty gas turbine in combination with two 104 MW GE LMS100 aeroderivatives will replace the 460 MW unit 3 steam boiler plant, in operation since 1974.
The hybrid plant, specifically configured to meet LADWP’s "unique" requirements in terms of efficiency and flexibility, says GE, also eliminates the use of ocean water for cooling and requires minimal water use, providing over 500 MW of output using air-cooled condenser technology. It will also be able to start up and ramp up quickly to meet changing demand in the LADWP system and to support renewables. Furthermore, the small footprint will fit in with the site layout.
The 7F.05 gas turbine will be incorporated in a "Rapid Response" combined cycle power island, with HRSG plus GE ST-A650 steam turbine.
The intercooled LMS 100, as well as "being the most efficient simple-cycle gas turbine available", says GE, can change load at 50 MW/minute per unit as well as start and stop many times a day to suit rapidly changing grid loads.
The monitoring and control of the new hybrid will be unified under a DCS system employing GE’s Mark* VIe control technology.
When the repowered Scattergood plant comes on line, the state of California will have 25 LMS100 units with more than 1250 MW/min of regulation capability.
Commercial operation of Scattergood’s new power generating equipment is scheduled to begin by the end of 2015.
