The news source reported that a compromise plan has been reached at the European Council of Ministers meeting in June 2008, to let energy companies retain ownership of the distribution networks under separate ownership entities, instead of the original plan which calls for the complete unbundling of distribution assets.

Despite the compromise plan, Members of the European Parliament (MEPs) have reportedly voted for the original plan. The European Parliament is due to vote on similar regulation for the gas market in July 2008, according to the Daily Telegraph.

The European Parliament and the Council of Ministers are now expected to reach an agreement on how best to proceed with the proposed unbundling plan, reported the news source.
