A fire at EDF Energy Network’s Dartford Creek Cable Bridge on July 20, 2009
caused a major supply failure on its network, which resulted in major supply
interruptions to customers in the surrounding area over several days.
Around 94,000 customers were affected as a result of the power cut in the
Dartford area, Ofgem said.

The company made an application in relation to the Dartford incident and to help assess its case
the energy regulator has followed the process of commissioning an independent auditor to look into
the causes of the incident.

According to the auditor, although the
company did well in restoring the power, it could have done more to check the
power cut from occurring. The energy regulator has reviewed the company’s statement
of fact, the auditor’s report and other relevant information and
agrees with the auditor’s conclusion.

The energy regulator is therefore
‘minded to’ impose the penalty on EDF Energy Networks under the incentive scheme.
The industry and other interested parties now have until July 7, 2010, to
respond with any views before it makes its final decision, Ofgem said.
