In this position, Captain Blackley is accountable for the technical management of Overseas Shipholding Group International flag fleet, which comprises oversight of over 3,200 seafarers and technical management and training operations based in Athens, Greece; Newcastle, UK; and Manila, Philippines. He also serves as a managing director and chief operating officer of OSG Ship Management (UK) Ltd., the roles he has held since 2005.

Since joining the company in 1991, Captain Blackley has held several operational and financial positions including assistant treasurer and vice president, treasury. His treasury responsibilities comprised managing the company’s global banking relationship, the negotiation and management of debt facilities and other investment projects. Captain Blackley led Overseas Shipholding Group strategic study of the liquefied natural gas (LNG) business and is a board member of OSG Nakilat Corporation, Overseas Shipholding Group’s LNG joint venture with Qatar Gas Transport Company.

Captain Blackley started his seagoing career in 1971 with Peninsular and Oriental Steam Navigation Company (P&O), serving as Captain from 1987 to 1991. He received diploma in Nautical Science from Glasgow College of Nautical Studies and holds Master Mariner Class 1 license.
