PDB proposed six coal-fired plants would be constructed through a private and public sector partnership or as independent power projects. Each coal-fired plant would have a power generation capacity of 500MW. The five major coal-fired plants would be situated in Chittagong, Khulna, Maowa, Meghnaghat-3, and Meghnaghat-4. The first two plants would commence by 2013 and the rest in 2015.

PDB would plan to determine technical and financial feasibility, fuel types and types of contracts for rental, location selection, IPP and public-private partnership, once the approval for these projects is received.

Apart from the above, PDB would start a 125mw coal power project at Katakhali in Rajshahi, which is valued at $190 million. It may also undertake three 100MW duel-fuel projects at Faridpur, Hathazari and Dohazari, which may cost $160 million each.

PDB, on one-year rental power projects, suggests heavy fuel-fired plants in Khulna barge-mounted with 50MW capacity, Thakurgaon with 20MW capacity and Noapara with 50MW capacity. The left over rental projects would be liquid fueled, which include 40MW Barisal project, 50MW Ashuganj project, 50MW Katakhali project, 40MW Bheramara project, 50MW Shikalbaha project and 50MW Cox’s Bazar project.

According to the 2006 updated Power System Master Plan (PSMP), by December 2009 the demand for power would be 6,066MW, and the installed capacity would be 7,313MW. But the power projects under implementation would leave a shortage of 1,467MW by adding 811MW. Currently PDB has a power generation capacity of approximately 5,000MW, while it generates around 4,000MW.
