The project was first proposed eight years ago. The commission rejected a permit for a transmission line.
The project still needs approval from the federal government.
The decision attempts to override local and regional permitting processes, said Paul Niedzwiecki, executive director of the commission. Allowing this process to stand would allow any type of future utility project to avoid local review in evaluating and mitigating local impacts.
