According to reports from Business World, construction of the plants is to commence in 2011, with pre-development activities and financial closing expected to be completed within two years. The service contract allows pre-development for two years plus a possible one-year extension.

The projects includes the 60MW Abuan facility in Ilagan, Isabela; the 45MW Natalang plant in Kabayan, Benguet; the 45MW Sicopong in Sta. Catalina, Negros Oriental; the 33MW Pacuan-Guinoba in La Libertad, Negros Oriental; the 24MW Saltan in Balbalan, Kalinga; and two facilities with a capacity of 22MW and 20MW in Pasi, Kalinga; the 18MW Dulangan plant in Baco, Oriental Mindoro; the 17.8MW Jalaur in Calino, Iloilo; the 11MW Okoy in Valencia, Negros Oriental; and the 5.4MW Siaton plant in Siaton, Negros Oriental.

PNOC-RC will prioritize projects located in the Visayas to help address the power supply shortfall in the island. The situation in the Visayas grid was declared critical in 2008, with the island now experiencing rotating brownouts.
