The plant is being constructed by Keystone Midstream Services, which is a joint venture Rex Energy formed with Stonehenge Energy Resources to construct and operate all midstream activities in Butler County, Pennsylvania.

With this air permit, Keystone Midstream has begun final construction of the facility and expects to commence start-up operations in October 2010.
