The two oil firms have stated that it is difficult to sell high-quality fuel profitably in a market where smaller firms sell low-quality fuel at lesser prices.
The Russian Financial Control Monitor quoted the head of Rostekhnadzor, Konstantin Pulikovsky, as saying that the larger petrol dealers will have to quit the market unless licensing of petrol stations is resumed.
