The proposed Quail Brush Energy Generation Project would be built as a peaking plant with an investment of about $150m.

As per the power purchase agreement, San Diego Gas & Electric would buy electricity generated from the power project which is being pursued by Cogentrix Energy, a subsidiary of investment bank Goldman Sachs.

Cogentrix said that the plant was necessary for the electricity grids of the region and the state.

The proposed power plant project manager Lori Ziebart was quoted by U-T San Diego as saying that she was not dissuaded by the council’s decision.

"We respect their decision and we will move forward full-steam ahead," Ziebart said.

"It’s always challenging siting a power plant, but we have some community support and we believe (the power plant) is needed."
