The hydro power plant has an installed capacity of 2,400MW and is projected to produce over 10 billion kWh of electricity for the national grid every year.
Construction of the plant in the Muong La district was completed in November 2012, when the final generator was installed.
The plant now comprises six groups of turbines and is is designed to serve various purposes including, diverting floodwaters during rains and supply water in the dry season.
The plant will also aid socio-economic development in north-west Vietnam.
Dung spoke at the inauguration ceremony saying that the plant was designed and built by Vietnamese engineers and workers and work was completed three years ahead of schedule.
