Ruhl said that Bihar government has done a remarkable job in terms of development in past few years, but is still required to perform better in the power sector.

”We want to help the state government in revamping its distribution network, especially in the rural areas. Energy access will open new opportunities for the state," Ruhl added.

With plans to spend INR250bn ($4bn) to provide electricity to every village with in next couple of years, the state government has requested for funding from various financial institutions, including the World Bank.

Majority of the funds are expected to come from centrally sponsored schemes, such as accelerated power development and reforms programme (APDRP), backward region grant funds (BRGF) and Rajeev Gandhi Grameen Vidyutikaran Yojana (RGGVY).

The government has also signed a memorandum of understanding (MoU) with the PowerGrid Corporation for replacement of its obsolete transmission network, earlier this year.
